For Final Cut Pro X, couldn't you use the App Store Volume Purchase Program
for Business?

I don't see anything in there that requires you to purchase a minimum of 20
licenses, unless this program is only for iOS apps. Then you can purchase
using one account and then distribute activation codes, which is admittedly
messy, but wouldn't be as bad with less than 20 computers. You can also
still use deployment tools like ARD I think.
For Lion, the licenses are cheap enough that you could probably get away
with getting a volume license with the minimum 20 seats anyway even if they
aren't all used. $600 is pretty cheap for a volume license of an OS.
All these license changes are pretty new, so it may take a while to get all
the issues sorted out, but I would reach out to an Apple Business Sales rep
for options.
