Developer software is for developer use. If you pay for an ADC membership ($99), you get access to beta and GM versions of certain software. Read the information on the ADC website on how this can be used. Saying your $99 pays for Lion only means it pays for its use for development use. If that's what you do, then you can use it. I wouldn't associate ADC membership dues with right to use software in the sense Mike is asking. ADC does not download a "retail" version of any software although they do allow downloading of the version, more or less, that goes to the non-ADC public.
$29 is a few lattes at Starbucks, what's the big deal?
As far as the redemption code, Walter is correct but the code, like every App Store purchase, is assigned to your AppleID. Therefore, it can be used per the conditions as defined in the App Store (and ADC). Think about that for your answer.
