For those following, there's a difference between the iOS Enterprise program and the Individual and Company/Organization programs.
The Enterprise program allows for a team, which grants all team members access to the docs, software, etc. Team Admins can add devices to the portal, approve certs, and create App IDs and development provisioning profiles. The Team Agent is the one that has permission to create a deployment provisioning profile, and administer the distribution certificate and associated private key required to compile apps. These apps can only be distributed within an organization, either to specified devices (Ad Hoc Distribution), or to any device in the organization (Enterprise In-House Distribution). This program does NOT allow for delivery via the App Store. There are a number of ways you can do over-the-air delivery, and various enterprise wireless management tools that assist with managing enterprise deployments (e.g., Sybase, AirWatch, Apperian).
The iOS Individual and Company programs allow for development and distribution via the App Store. The Individual program is intended for one person. The Company program works essentially the same as the Enterprise program, except that it also has App Store delivery, and apps are delivered in the name of the organization instead of the person. Approval for Company and Enterprise programs needs to have a legal contact within your organization as well.
If you're doing group development, you need an Enterprise or Company program. The one you choose depends on whether you want to deploy via the App Store. In-house deployments only need Enterprise, and yes, these apps can be deployed across an entire enterprise. There is no enterprise "app store" or an "App Store U" model currently; organizations must manage their iOS Enterprise app deployments themselves or with third party tools (see above).
