Tough question.
A bunch of us are interested in this. No matter what we do now, it is not fair to the developer if it is efficient or even possible for the Govt.
For example, you could have one account. Then you could buy the app with your purchasing person. Efficient for the Govt. Problem is that it now gets installed on all your 'family' using that one account. Not fair to the developer.
You could buy a $0.99 application 1,000 times with the purchasing person for each user. Massively inefficient for the Govt, waste of taxpayer $$ on time, fair to the developer.
Needs to be a "seat purchase" model where we can use a single account and purchase apps on one transition for the entire group (10 or 10,000).
Then the install. If the user has the capability to install from the store, they keep the mundane work off of IT. They also potentially decline the application if they don't need it and if the purchase structure has a seat count, it helps IT optimize the licenses and the need for more of any given app. The store potentially becomes a tool for IT app allocation.
