This is just my theory...and I'm not a developer/programmer, so forgive
the incorrect use of jargon:
Apple (rightly?) prohibits use of custom API/drivers/whatever for iOS
Apps, but Android devices have no such restriction.
So baiMobile has to either build two kinds of card readers (1 for iOS
with extra stuff built in to force iOS device compliance with NSA/DISA
regulations, and 1 for Android without that extra interface stuff) or
build a single card reader for all customers, and have iOS device users
buy an add-on. It looks like they've chosen the single-reader, custom
add-on approach.

How is it that Android phones wont need the dongle whereas iphones/iPad
would? Is Apple currently working on this improvement to their
Bluetooth? Having the dongle requirement likely means buying extras
because they will probably be highly prone to getting lost.

baiMobile(tm) Bluetooth Adapter:
NSA and DISA require that all extraneous Bluetooth profiles be disabled
as a security precaution. Since this level of granularity is not
available in iOS 4.x for the iPhone's native Bluetooth radio, an
external Bluetooth adapter is required for communications with the smart
card reader. The baiMobile(tm) Bluetooth Adapter, attached to the
30-pin connector of the iPhone or iPad, establishes a secure
communications link with the reader. The Bluetooth adapter is not
required for Android devices.
