NSA approval is needed for Bluetooth smartcard readers int the DoD. NSA
requires a secondary pairing protocol that operates within the Bluetooth
channel. Essentially packets exchanged with the reader are encrypted with
an AES key shared between the reader and the host. Different approved
readers share this key in different ways; e.g., one uses a wired
connection for setup; another uses a rotating keycode that looks a lot
like SecurID.
