The issue here is a degradation of OWA's native webmail capabilities between Exchange 2007 and 2010. With Exchange 2007 OWA, it was always possible to read a signed (but not encrypted) email message on any web browser. With Exchange 2010 OWA many signed (but not encrypted) emails result in that same error message. It has never been possible to read an encrypted email, nor send a signed and/or encrypted email using OWA and a non-IE web browser.
In my experience, a workaround is to click Reply or Forward; the message can then be read in the compose window of the reply or forward.
