The table indicates that RSA sign/verify with ANSI X9.31 is not approved and the note says "non-compliant". The RSASSA-PKCS1-v1_5 is also listed, but there is no comment.
Are these special cases? If an e-mail is signed by an iOS user with a cert and private key stored in the keychain, is the result created using approved FIPS 140 methods?
