We all know this. That is not the point. The policy is not officially spelled out anywhere
This is a brave new world with free OS updates. I would be thrilled if the policy you referred to was spelled out as official
And when was last time severe vulnerabilities were addressed with a new major point release?

While Apple has no official EOL policy for OSes, there is no reason to believe that 10.8.x will not continue to receive security updates until the next OS after 10.9 is out.
