I don't like to base upgrade policy - either for my company or my home network - on journalism that is not supported by stated company (Apple) policy, but in this case I think the journalist is probably right. Here's why.
Yesterday in the flurry of email announcements from Apple one appeared in the security-announce list listing the 10.9 patches for 40 different security defects, including 10 in the kernel. That message can be found here:
So in the complete of any stated policy from Apple about how far back they will go in patching operating systems, it seems actually reasonable to conclude that 10.9 has a large number of security patches for 10.8 that may not ever appear - for 10.8 - in the future. The journalist's speculation that this also justifies the free cost of 10.9 also seems reasonable in light of how Apple has issued iOS updates in the past.
Of course this is all speculation on my part, given the absence of any stated policy.
