In Mavericks, the Time Machine menu bar icon is no longer animated, and the icon for the disk no longer appears on the desktop. These could give the appearance of it "hanging."
I updated two machines at home. On one, the first and smaller one, it took a while to do its first Time Machine update, but it ultimately completed (apparently successfully, though I haven't yet tried to recover anything). The second was still whirring the last time I checked.
