Two points based on my reading, that may or may not alleviate some concerns:
1) “older” apps signed with version 1 can still be opened by the “Command click and select Open” that works with/is necessary with unsigned applications today.
2) “Older” apps that have already been authorized with Gatekeeper should continue to work (I believe; at worst it falls back to my first point)
I know that in some environments, we’re required to keep up with vendor OS releases so that we get the fastest security patches, etc. I wonder how many developers are not already running Mavericks, at which point it’s “just” a matter of re-building the
application and releasing it.
There is a hassle here, but I think it’s a minor hassle…

Yikes. This seems out of the blue, and it could cause a lot of headaches for older applications out there (where by “older” I mean 1 year old or more). Developers must re-sign and resubmit their apps or Gatekeeper will apparently block them.
