Yep, same issue here as well. It would be nice if a user could just hit enter instead of having to click the accept button. Unchecking all of the Mission Control options seems to help, but it still happens randomly on some Macs.
The banner also causes issues for unattended system updates that require a reboot. The computer will boot to a black screen with a mouse and nothing else. Rebooting the computer into single user mode and removing the banner, then rebooting again, will allow it to boot to the 'installing updates' screen.
