Shawn,
I can confirm that we have seen the same behavior from our organization. Not to answer for Paul but to add our 2¢:
> • What messaging service is chat.dco.dod.mil based on ? an implementation of Jabber ?
Yes, it is an implementation of Jabber. iChat/Messages thru 10.8 had no problem; connections from Adium in 10.9 work fine.
> • When you say the Intermediates “appear to be in your keychain”, do you mean you perform an evaluation of the Server Certificate your system is receiving and it showed the status of “This certificate is valid” ?
Yes. Also set it to accept the certificate but had same failed behavior.
> • Have you or any of your colleagues reported this as a potential issue to Apple (bug report.apple.com) ?
Our team did not but I did put a posting on the support communities with some details and logs (https://discussions.apple.com/message/23834551#23834551). I think we put in a bug/enhancement request for the lack of support for chat rooms with passwords.
