The local UID for a mobile account can change during migration installs under circumstances that aren't really clear. While a UNIX savvy user can usually fix the resulting problems, it's simpler for the mass of users to avoid the issue.
Plus, operationally speaking, forcing a clean install more readily identifies applications and data you no longer need, or don't upgrade well.
