$ sudo /usr/bin/pwpolicy -n /Local/Default clearaccountpolicies
Password:
Clearing global account policies
Worked for me. Did you use the full path to the commands as the article illustrates?

Has anyone else done a Yosemite upgrade to a Mac that was using password policies, especially on local accounts?
After having one bomb out on me BAD (could never log in, immediately told me my account was disabled, couldn’t fix in single-user mode as no commands would actually execute), I found http://support.apple.com/en-us/HT6532
Great… except I tried to run that on a Mac before upgrading, and it doesn’t work:
doppel:~ joliver.sa$ sudo pwpolicy -n /Local/Default clearaccountpolicies
Warning: no command recognized
doppel:~ joliver.sa$ sudo pwpolicy -n /Local/Default -clearaccountpolicies
Error: Missing arguments for option <-clearaccountpolicies>
doppel:~ joliver.sa$ sudo pwpolicy -n /Local/Default -clearaccountpolicies *
unknown option [-clearaccountpolicies]
No mention of this in the man page for pwpolicy So… how do we clear out the password policies before upgrading and hosing the machine?
Yes, I know, a fresh install is best. But I’m really short on time and need to get these thing upgraded ASAP, and can worry about doing clean installs later.
