I doubt it. The alternative that we are considering, and the AirForce has implemented, is TouchID. We feel TouchID is safer than a passcode since shoulder surfing is not possible with touchID.

Hi all,
Department of State is currently piloting Citrix XenMobile on iOS devices. One concern that has come up in our pilot users’ forum is the visibility of characters as you type in Passcodes and passwords. I know that you can’t disable this
in iOS7. But does anyone know if this will be an option in iOS8?
