For what it's worth, Do Not Call (DNC) registry works only for "reputable spammers". I get several robo-calls/day from the "credit card services" people and at least one a week from the "Windows Support - your computer has a virus" people. They use spoofed telephone numbers/caller IDs. Some constituent queries to Senator Warner's office, asking (1) if anything ever happens with the DNC reports I've filed over the years; and then (2) can't the FCC do something to prevent caller ID spoofing, both yielded BS answers from the FCC and now relevant follow up from Warner's office. (Warner's running for re-election, and he's a former telecom exec, so I was kinda hoping he'd be more responsive than he has been.)
All this is to say that doing illegal things (spoofing is illegal) won't stop 'bad spammers,' at least not without a combination of legal and technical changes by the telephone companies.

p.s. when the "Windows Support" people call, I usually just tell them, "I'm sorry, you have a wrong number" Then they say something else, and I say, "There are no Windows computers in this house, only Macs." and hang up :-)
