Gov't installations that require modification of internal devices are such a tiny minority respective to Apple's overall market that I doubt it's cost effective for them to bother.
Chris has the right of it--for those users, drop the App Store and manage software deployments internally. Unfortunately this requires a critical mass of Macs in the Agency enterprise to be worthwhile.
