Poor UI. I have hit that same UI pothole a number of times. Makes no sense that it is even there. If the item is listed, access to it’s properties should be there relative to the user’s current level of authentication.
In the server software team’s defense, they have come a long way since the 10.4 server bucket of bolts (pretty plastic outside, mess inside) approach.
Another one is the import of an Open Directory archive. It should say Open Directory archive disk image in the interface. Most people go into the disk image and look for a zip file (aka real archive, created by Archive app…).

Today with a new release of Server (4.0.3), I tried again and contacted Apple Enterprise Support for help. I needed to align the Network User ID numbers to the numbers in my file system, i.e. user "Emery" needed to have UID "1050" in a new Yosemite Server installation to match the UID that the files on that server's RAID array and the various network clients/laptops/etc.

That's when we played around a little bit to discover this was enabled only with "Local Network Users", and not with "All Users". He was as surprised as I was about this unexpected "feature"!
