You can do this:
Metapackage ----+--- Your Stuff.pkg or .mpkg
|
+--- Their stuff .mpkg
In their Stuff .mpkg, you need to add an (or modify the)
InstallationCheck script so that it returns 64 if the OS is not 10.2.
To find how to write such a script, you can have a look at the
InstallationScript in some Apple Packages for instance.
