Yes, due to CDN suckage, which has screwed me over multiple times, an entirely different release URL should be used so that any caching or lack of updating won't cause problems. I've actually had a lot of similar problems downloading NetBeans updates. I get the right file, but the download hangs part way through because the CDN doesn't seem to be ready or some such thing. I try to download again and it stalls a little bit farther on, etc. eventually a complete download is possible. The CDNs make sense, but their implementation is buggy and often cause problems.
