You won't need MFI to implement MAP (or HFP, or any of the other BT profiles which Apple has implemented.) Existence proof: Metawatch, or any of the car / car stereo companies that implement HFP, MAP, etc. Not that I know anything about the subject…. It may be useful to note that the MAP is a Bluetooth profile. It is not applicable for BLE operations if you are planning for that. AFAIK there is no approved profile or service for BLE that provides such functionality.
To implement bluetooth services you need to enter the MFi program. For BLE you don't.

Message-Access Profile (MAP) is about notifying a connected car-kit (or any remote device) about a new message. Furthermore, the remote device can send a new SMS via this API to the GSM network, for example. No iOS app involved.
