Is it possible to adjust Tx power of CBPeripheralManager on current iOS version
No, as explained in both the header documentation and the warning you pasted below.
and if not is there any ETA regarding this feature?
Due to the multitasking-capable nature of iOS (i.e. your app may not be the only one advertising at any given point in time), it's unlikely that this will ever be supported.
I was trying to use CBAdvertisementDataTxPowerLevelKey in advertisement data, but it just generates a warning:
CoreBluetooth[WARNING] The advertisement key 'Tx Power Level' is not allowed.
