I don't try on PC : i don't have one and i 'll try this week end on an iMac G4/17" with USB2 ports ; my iBook has only USB 1 ports. But USB 2 or USB 1, is it important ? The Cellink dongle isn't USB 1 compliant ? Have you tried to start the pairing from phone? Bluetooth 2.0 makes nothing better for your Sony Ericsson T630 Bluetooth 1.1 mobile phone. Only with another computer, you would see benefits and even than I would recommend to use an Ethernet cable or at least AirPort. What was wrong with the D-Link?
