Bluetooth can provide contact tracing, even between strangers. Instead of requiring thousands of healthcare workers to do contact tracing manually (as is the current approach in China), the process will be cost-free. We plan to build an iOS app that respects the users' privacy and works even in the background. Quickly. Question: Is there any way to enable service discoverability between two background-running apps on iOS? Currently, it works between two foreground-running apps, and between a foreground-running and a background-running app, but not between two background-running apps. Combining this with the background significant location change API might help a little, but we're afraid it would miss a fair number of contact events.
