I picked up a cheap CSR 4.0 dongle a while back. After upgrading to 10.8.2 and the latest Xcode it is now recognized by the simulator and the Bluetooth status in simulator Settings goes to 'ON.' I tried a sample app in both the iOS 5.1 and 6.0 simulators and it found the service and characteristic on my device. However, the discovery and connection time inside the simulator took more than 45 seconds. But at least it works. The dongle was around USD$12 retail at CentralComputer in San Francisco.
