You won't need MFI to implement MAP (or HFP, or any of the other BT profiles which Apple has implemented.) Existence proof: Metawatch, or any of the car / car stereo companies that implement HFP, MAP, etc. Not that I know anything about the subject…. To implement bluetooth services you need to enter the MFi program. For BLE you don't.

Message-Access Profile (MAP) is about notifying a connected car-kit (or any remote device) about a new message. Furthermore, the remote device can send a new SMS via this API to the GSM network, for example. No iOS app involved.
