Problem addresses with Mac?

With macOS, we are finding that although the first connection will succeed, macOS will not be able to reconnect to that device until the Mac is restarted. Does anybody know why this might be happening? Is the CC:CC:CC OUI forbidden? Is this just a bug in macOS?
