An iPod Touch is a popular development environment and should allow you to do most things that are not phone specific.
I'd go further. The simulator is only a simulator. An app that has not been tested on a device has not been tested at all. Every iPhone app I've written, even though it ran fine in the simulator, crashed the minute I first tried it on a device. Those crashes were easy to fix, but my point is that the simulator didn't trigger them at all.
