Hi It is for editing RGB camera profiles. In older versions it would only edit Phase One digital back profiles but I noticed it will now edit the supplied Canon profiles.
From the help: With Capture One PRO and DB it is also possible define your own customised ICC profile. If you are using Mac OS X, place the desired ICC profile under your user profile in the folder Library/ColorSync/Profiles/ColorSync. Restart - Close and then Restart the application and the new profile will appear in the Preferences>Color management panel.
No idea what it will do with a CMYK profile, throw a cog at a guess. Look's interesting. But can it load an ICC profile for editing? Especially one of those evil "Output" ICC profiles, the ones used to drive a CMYK device? Or is it more geared towards editing RGB color inside a given image?

Phase One’ s Capture One software has profile editing capabilities. It is also available as a 60 day trial
