Now, if I open the same image in Preview it stays consistant across both screens...No visual change. I am at a loss as to which monitor to "believe".

The two simplest and most obvious things to try are 1) Switch off OpenGL Drawing in the Performance panel of Photoshop Preferences. 2) Create a new user account. It is possible that your monitor is not able to use Open GL Drawing which created exactly this problem for me. Best Matthew Ward
