Your color picker uses the RGB color space of your image, not that of your color setting. Maybe the images you have open use RGB different profiles? I amhaving an experience that I'd like to figure out. I am getting two differentcolor picker readouts for HSB and RGB for the same Pantone spot color on Mac and PC laptops. The Lab and CMYK numbers do match.
Pleasenote that all the color management preferences (color settings) are the same on both laptops.

Laptop 2:MacBook Pro Mac OS 10.13.2 Photoshop CC v2017.1.0 RGB Default is Adobe RGB

RGB= 144,65, 160 CMYK= 35C, 88M, 0Y, 0Y HSB:290/59/63 Lab: 47/69/-42

RGB=128/212/69 CMYK= 67C, 0M, 100Y, 0Y HSB: 95/67/83 Lab: 75/-63/63
Laptop 2,color picker, (example) Pantone 802
RGB=117/189/73 CMYK= 67C, 0M, 100Y, 0Y HSB:97/61/74 Lab: 75/-63/63
This istrue of all spot colors. (both are Pantone+ Solid Coated library) Why?
The PCversion looks to be correct. Why is the Mac version giving different numbers inRGB and HSB?
