calibration tool

Hi everyone, Can you advise a reliable tool for display calibration in defence industry?  I need a software to calibrate my display to NGA standard  to analyse Satelite images. My application does not support ICC profiles, so the calibration of the display must be very accurate. Thanks! Bob
