Hi to all, After I installed Mavericks, I saw the problem. DCRAW did not come from the App store. In the earlier version the error message just went to the console. In the new version there was a pop up and then I realized that I could launch the app with a right click and it would work. There is a location in the settings that will allow all apps to launch. Perhaps the permissions issue is not with the app as you indicated but with the image-holding folder or drive....
