The latest OS Install packages are designed to use features in the latest Installer. If you try to install them using a version of the Installer older than they are, they may fail in subtle ways.
One might think that such Install packages should have some way of verifying that the Installer running them supports all their requirements ... and/or that the Installer should be checking some property of the package against itself, to the same end.
