As I read the man page, you should get the local time in *tp, and the offset from UTC in *tzp. Should gettimeofday() return local time? Will it work the same on all Macs? Boy, that's an open-ended question. Do you mean "all macs running Mac OS X"? If so, I believe the answer is yes. Will it change with future releases of OS X? That's even more vague. The answer is: there is no answer to your question.
