Am I correct that APSL 2.0 can indeed be used with complex.c? While only your lawyer can give you a definitive answer, in principle any code covered by the APSL 1.1 may be redistributed under the terms of the APSL 2.0. The comments at the top of the complex.c file are a "license header" which are not the full license, but contain a reference to it.
