These menu items should be displayed only when I make right click on file/folders in a particular folder. Let me know if its possible to do it in python. I don't want to add items in Service.

You have to write a service; Finder CM plugin support was killed in favor of services in Snow Leopard. And the cocoa-dev list is a better place to inquire about writing services.
