DirectoryServices is the way to go for OS X identification and authentication, although yes it is possible that at some point in doing that, the NI passwd field would get used even on a Tiger box (systems which have been upgraded through from OS X <=10.2 without the passwords ever being changed, or systems connected to legacy NetInfo servers spring to mind.
