ASL has two points that filter out low-priority logs: the client side and the server side. Any log must pass both filters in order to be saved. Logs caught by these filters are thrown away. On the client side, you can use asl_set_filter() to allow low-priority logs to go out. The default filter drops INFO and DEBUG. On the server side, you can use `syslog -c` to manipulate the server-side filters. There are several filters on the server side.
