It was added for our test people who didn't want to change their scripts. Going forward, you should expect 32 bit to go away. It's one of my personal missions to murder it. The only sure-fire way to force the entire system 32-bit - don't do it! - is to PERMANENTLY disable all 64-bit code by piping find through lipo under sudo, Well, it looks like the the "-no64exec" boot argument might also do the trick.
