The changes to the compiler are to bring it more into line with how the language was defined all along. IOW, the way that GCC did things before was broken -- they've just fixed it. Yes it is expected, this was a bad extension to C which was removed. You can read the release notes for gcc 4.0.0 at <http://gcc.gnu.org/gcc-4.0/changes.html>.
You might also want to read the 3.4.0 release notes: <http://gcc.gnu.org/gcc-3.4/changes.html> as the C++ front-end has changed a lot too.
