Putting the sources in CVS isn't going to make a "build tree" alone. OpenDarwin's mirror of Apple sources offers anonymous rsync access. See <http://darwinsource.opendarwin.org/> for details. Also on that page are the Darwin Build Scripts, which assist compilation of a large number of Darwin projects.
