You are better off figuring out why the user thinks he can't drag the whole GUI into the secondary display. Since it is all one large display, any window should be draggable anywhere on the various screens. While not yet an official release from Apple, there is an update available through Apple's efforts with the open source community. You can get it from <http://xquartz.macosforge.org/>. Alternatively, until an official update for Leopard is available, you can install the version of X11 from Tiger.
