Apple never stated that their bug system was open. Like most companies they keep it private... and I thank them for that because I have a few defects filed that reveal information about a product I am working on. That particular issue could be solved easily by letting the submitter mark whether the bug report can be public or not. And in some cases, they do have public bug trackers and follow-up, like on webkit.org. In the very beginning, the Darwin bug tracker was also public, but this was abandoned after a while.
