The error indicates you don't have the libcc_kext.a library installed on your system, which comes from one of the Mac OS X SDKs (in this case you should use the 10.4 SDK). gcc_os provides the file /usr/lib/gcc/darwin/3.3/libcc_kext.a, and gcc_select links that file to /usr/lib/libcc_kext.a. I recommend using DarwinBuild[1] for building xnu, it takes care of installing dependencies such as these.
