My router at home has port 222 open for ssh service, and this port is forwarded to internal network as port 22 (standard ssh port). I have a ADSL 1024/256 connection. Otherwise, the connection is responsive, only ssh hangs. It's unlikely that this has anything to do with Mac OS X. It seems more likely that you either have a high latency connection (you can still get high download speeds with high latency if there's not too much packet loss), that your ISP is purposefully degrading ssh connections (maybe via DPI), or a problem with your router. You can test whether it's related to Mac OS X itself by simply doing an "ssh localhost" on your home machine. If that's also slow then it's ssh/Mac OS X, otherwise it's a problem in the network.
