Interestingly my CDIS.custom shows a later date (June 31 2006 vs. June 18 2006) than the BaseSystem.pkg, so I'm not sure this will give me what I want. I found a better candidate: have a look at the contents of /var/log/ OSInstall.custom CDIS.custom contains (iirc) root's system language (i.e., the language used by a.o. loginwindow) and could indeed theoretically be changed after the installation (although it rarely happens).
