Do you know if there is a Cocoa equivalent, Search around for NDAlias, which is a free wrapper for alias handles. Where did you hear that? That is not true. The only parts of Carbon that are going away are the HIToolbox and a lot of deprecated technologies (QuickDraw, Internet Config, etc.). The alias manager isn't going away.
